Dishonesty, carelessness or a subtle mixture of the two?

An inventory of fixtures in which the person in charge didn't mention anything significant and verbally emphasised the quality of the final cleaning. Subsequently, I received a letter after the inventory of fixtures indicating that 220 euros had been retained for services to be carried out again, without producing the supporting invoices. After sending a registered letter, some of the sums were returned to me, but I was told that one of the undue invoices contained services that were justified and that they were therefore arbitrarily keeping half the invoice (a detailed invoice that I do not have). Is this dishonesty, carelessness or a subtle mixture of the two?
