The Marne Department has decided to issue a call for bidders with a view to the amicable sale of a departmental property. This is a site that has housed a nursery/primary school and the Ecole Normale des Institutrices (or girls' school) since 1880, which became the IUFM (Institut Universitaire de Formation des Maîtres) in 1989, the ESPE (Ecole Supérieure du Professorat et de l'Education) in 2013 and the INSPE (Institut National Supérieur du Professorat et de l'Education) in 2019.

Four distinct buildings can be identified:

-The main building (built in 1880 for the first two wings and 1932 for the third wing)

-An annex building (built in 1960)

-A former staff house (Paradou building)

-An extension adjoining the main building, linked to the main building by a metal footbridge (built in 1954)

The main building, which is full of character, has the potential to make good use of the site and is located close to the town centre, bordered by parkland. The view is an asset for this building complex. The southern part of the site has been given over to landscaping. The building is being sold unoccupied.

Applicants: The consultation is open to any natural or legal person offering the required guarantees of solvency.

The deadline for submitting bids is 12.00 noon on Friday 10 January 2025. Bids will be analysed on the basis of the proposed acquisition prices and the content of the projects envisaged by the applicants.

Priority will be given to any hotel projects that may be proposed, as well as projects that contribute to the economic attractiveness of the city centre.

-The property has been valued at €1,100,000 by France Domaines (sale of walls).

-Character property with attractive surface areas and a number of assets that would make it ideal for developing a hotel project

-The property is located in Zone U1s of the Châlons-en-Champagne urban development plan, corresponding to a residential area in the old town centre, close to listed and classified sites.

-The architectural quality of the existing buildings (the main building should retain its current character), it could be envisaged to remove certain recent additions to the old building in order to restore the building's original layout.

-The site is within the scope of the Action Coeur de Ville programme, and applicants will be able to benefit from existing economic aid schemes.

-A diagnostic file has been drawn up, which should be studied and taken into account in preparing the applicant's bid (property, archaeological and environmental diagnostics).

-The property complex is ideally located near the city centre of Châlons-en-Champagne in the Marne department (51).

-The main building has great potential, particularly thanks to its view over the Jard (a garden and walking area that is one of the town's places of interest).
